The outer tube of the steering column exits the body through a rubber seal that prevents moisture from getting inside your VW. When your restoration is finished, check the condition of the rubber; if there are any cracks, it is better to replace it. Nothing is as annoying as finding out after fitting that this rubber is worn.

At the top of the outer trim there is also a rubber. This rubber is not intended to stop moisture, but to mount the steering column free of vibrations. This is not the case on every year or model, but where used, this rubber is located between the steering column and the mounting bracket.

For the Volkswagen T25/T3 Bus the upper rubber is available separately, but because the trim comes with it, it will not happen often that the trim is so worn it has to be replaced. The cleanliness of a new black-painted housing is often the reason why replacing it is desirable.
