When an engine has seized, there is a lot of internal damage. The oil cooler cannot be reused; there is a good chance that metal debris is still inside the oil cooler. If you reuse it anyway, there is a good chance that remaining metal particles will seriously damage the engine and you will have to start from scratch. This would be out of all proportion to the cost of a new oil cooler. A used or reconditioned oil cooler is also strongly discouraged; you usually do not know the history of that part. The risk you take is far too high. On air-cooled engines the oil cooler is one of the most important parts. It provides the cooling of the engine. On a water-cooled engine it is a little different. There the oil cooler is used as a heat exchanger, and only on about 2100cc water-cooled boxers and all diesel engines.
Note on oil cooler 01906: This cooler is equipped with large oil channels (10 mm), which correspond to the stated model years from 8.1969 onwards. By using special adapter seals 03725, this oil cooler can easily be fitted into all Type 1 engines up to 7.1969. Volkswagen developed this adapter for this application after the oil coolers for the years up to and including 7.1969 were replaced by the latest version with large oil channels. This revision was also reported in the workshop manuals at the time.
